Preliminary Permit
What a Preliminary Permit Does
A preliminary permit preserves application priority while a proponent studies a potential hydropower project and prepares a license application. It does not authorize construction, entry onto private property, condemnation, reservoir filling, operation, or environmental disturbance.
Property access requires the applicable owner's permission or another lawful right. Construction requires the approvals and rights applicable at that time.

Public Filings
Public Filings and Project Responses
REA will maintain a public index of material filings and responses, including questions concerning transmission routes, land activity, water, wells, blasting, traffic, environmental protection, data-center associations, and project purpose.
Public concerns will be quoted sparingly and accurately. REA's answer will identify the current known fact, source, open issue, responsible decision-maker, and next step.

Meetings and Site Events
Meetings, Site Walks, and Study Events
A scheduled meeting or site walk will be labeled proposed until it occurs. After an event, REA will post the actual date, location, participants or organizations where appropriate, presentation materials, questions, and a factual summary.
No proposed event will be shown as completed without an attendance record or equivalent evidence.
